How can I garnish a Virginia tax return for a court ordered judgment?

I am a landlord in VA. I had a lady evicted for not paying her rent for 6 months. I won the case and got a court judgement for $1800.00. She only works every once in a while, she has two small boys, gets every government check you can name, and child support from both of the boys dads, each has a different dad. I know that she gets big tax returns back, one year over $5000.00 how can I get this garnished to get my money, or can I.
