They're poisoning my friend's dog?
A bunch of Chinese people (a few families) have moved all together in the house behind my friend's house. When approached or given a "hi" they completely ignore you.
My friend's dog has been throwing up and refusing to eat (strange as he normally always wants to eat) for days he ventures the backyard. When my friend only allows the dog in the front yard, the dog is perfectly fine and continues his love of eating.
My friend says she seen a few of the guys crouch down behind the fence (which is transparent as it is a normal wire fence) with a big stick. I once sat down with the dog in the backyard and the woman stepped out and started screaming something Chinese at the dog. When she saw me she disappeared.
They always stare through the patio window when I or my friend go out with the dog in the backyard.
Ever since the neighbour moved in, the dog has refused to the backyard alone and when we go with him, he just sits there and barks facing the neighbour's backyard.

To the StormDevil you shouldn't make excuses for abusing the dog and try to explain it away.
they probably want to eat the dog ... a web cam is the best thing ... but that would subject the dog to more torture
Some proof would be nice, so far you just seem against Chinese people.
Perhaps, the dog was barking at them endlessly to begin with? Maybe they've taken action to stop that without resorting to filing police reports. That's what I've done :-) the neighbors dogs are terrified of the hose! So when they are out barking endlessly they get hosed, so to speak.

Your friend has an obligation to protect her dog. She either must keep the dog inside the house, or move to another location where people aren't so evil.
StormDevil maybe you should stop making up stories and jumping to conclusions.
Why don't you put a solid board fence against the wire fence where they are bothering the dog. If it is solid fencing they can't see in the yard.
