Can as section8/hud landlord charge you for a clogged drain?
I live in an upstairs apartment. The apt, below me had a clogged kitchen drain. We are connected by the same drain pipe. The landlord says that I am reponsible for half of the bill. I say that the drains are over twenty years old and there is nothing to prove that I had anything to do with it getting clogged up. I don't know if the people below me poured grease down their drain or if it has just built up over time. Any suggestions as to what I should do?

If you have section 8, you should also have a case worker. Call and ask them before paying anything. Paying anything is like admitting guilt. If I am not mistaken, section 8 landlords are also given a allowance from the state for repairs. Please check with any local welfare agency before doing anything.
tell them to show proof it was your fault and you will be happy to pay for it
I don't see how the landlord can know it's from you and not the other tenant. You might want to invest in Drano once in a while.
You have section 8 for drying out! You don't even pay rent so give me a braek. When you pay your whole rent youself then you have the right to complain.
