Can we expect local and state governments to safeguard our rights, or is it a question of luck or coin toss?

Have been living in South Florida for 30 years, and only recently have moved to another city within same county, (Miami Dade County), and am encountering all sorts of prolems as if it were a totally different country!! My main concern is: If rules and regulations are made and enforced they must be in writing for everyone to see, such as in the public library, where less than 4 minutes of making use of the bathroom, staff knocks on door_never been there any other person in need of the facility_making people not finish using toilet properly, or foregoing hygiene by not washing hands. How can two toilets, one for male, one for female be allowed for 200+ users, while many more are required for private businesses. By the way, standing outside door about to go in, I always witness member of staff knock (sometimes inaudibly) and just open with key!! Once door is opened everyone can see you using toilet from many angles! Where's my privacy? Where are my rights? Do I have any?

I hear you saying that you were afraid your privacy would be violated, but did you SAY something about it when you were finished? Unless you speak up about this potential violation of your privacy, you really have no right to complain. How do you know that the library is aware of a problem with this staff member being ready to barge in on someone in the bathroom? You haven't told us the whole story. If you haven't talked to them, do so. If you have, and nobody has listened, then talk to the library board for Dade County.

The government is expected to guarantee our rights - but first, you must be willing to fight for them yourself!


You have the right to remain silent.
And the right to privacy. So basically, you can hide quietly.
I do believe though you do have the right to privacy as a matter of fact where I used to live I heard of a story about someone getting caught playing with himself in a store bathroom, he was in there so long and didn't come out when they knocked on the door etc, they got the police to open the door and there he was, busy, and so, he sued them for invading his privacy and won, as I recall. Not making a suggestion just pointing out, you have the right to privacy.

I think it is easier for someone to influence local or state governments than on a national scale. It sounds like the library needs to build more restrooms. I'm surprised it is even legal to have only one restroom for each sex in such a public facility. They could do like some establishments and make both restrooms "unisex" so if you're a man or woman and one is occupied, you can use the other one. It is an invasion of privacy for staff to unlock a door on you when you are using the bathroom. I would call the County Health Dept. and complain about their lack of restrooms as they really may be breaking the law. Or it could be the library had trouble in the past with people going in there and shooting up or something. If you really had a lot of nerve, you could flash them or moon them or walk out with your pants down and embarass them into not doing that. (But then you may get arrested or thrown out, but at least you would have witnesses and you'd get their attention).
With them, I don't think safeguarding your rights is even considered (apart from on a PR level), what they care for is consolodating their power in the capital in a complex and unworkable web of regulations and paperwork, and of course money- be it in their personal investments or just money going to further themselves and their cause...
