Am I crazy in thinking this is a ridiculous punishment for a pair of 13 year old boys? How did the school administration allow this to go so far?

Even though the event happened in school, the school administration has no direct influence over what charges the DA tries to bring against the boys. According to the first link (printed story), the boys were temporarily suspended from school (a minimum punishment) probably pending a disciplinary hearing. That's reasonable, given the disruption to the school environment, the concerns of the girls and their parents, etc.
The DA alone (or possibly some less experienced member of the DA office) is responsible for planning to indict them as adults on some ridiculous set of sexual assault charges, which shows that he is an overzealous idiot. But the school administration isn't involved with that.
It is the insane "zero tolerence" laws. Typicall of the liberal run education system in this country.
You're not crazy, but at the same time, 13 yo Boys know the difference between horseplay and unwanted touching.
I agree with your assessment; ten counts of sex abuse and harassment is an overreaction.
