It wouldn't be to lengthy as the theory goes... Sane people would spend a couple of bucks for a little fun and a chance to change their lives. Meanwhile, a pool of money accumulates to fund schools and other social service that people can't or won't support through a tax program that only makes people think that life isn't fair.
