Did they pass down a cell phone law today in Florida ?

Im not sure if this is true, bu the law states that all drivers who are caught on the their cell phones while driving would be getting a ticket of $285 starting today.

No. The legislature is not in session, so no such law could have been passed today.

The only proposals I have heard even floated about would be to make it illegal to talk on cell phones unless you were hands free.
