Issuing Penalty Charge Notice- how long is legal to issue?

I have received a notice after 10 months- does this still stand or can this be appealed to?

Answers:
It stands.

You can not appeal based on time, but you can if you are 'innocent' and the charge does not apply to you.

I dont know why you felt the need to ask this question 4 times. But im sur you have the right to appeal
It depends on the charge.
