Definition of fictive marriage?

In your opinion what is the exact definition of a fictive marriage for immigration pruposes? In my opinion a fictive marriage is one in which there is absolutely no relationship between the two partners (either sexual or platonic), but they have entered into marriage for the sole purpose of benefiting one of the partners with either US citizenship or green card. My question is: would the marriage be considered fictive if two people are in a normal love relationship, but they have never talked or considred something about marriage before one fo them wins from the green card lottery. This event makes them enter into marriage in order to be together (otherwise the green card will separate them and they will have to cease their relationship). So, is it a fictive marriage the fact that the green card was a major factor in their decision to enter into marriage and not their usual preliminary plans?
I am asking because I think that the distinction is a little bit vague.

A fictive marriage as definied by the US Government is such: Any marriage that is not consummated on a regular basis, or where the parties do not live together, or that is for the sole purpose of allowing a foreign national into the us as a citizen, or spouse of a natural citizen.

This means, if you aint having sex, and you don't live together or are not going to live together, or are only doing this so that someone has a green card, then it is fictive.
