Most courts have websites that tell you what the qualifications are for that particular court. Usually it's an application form and information about the other courts you are admitted to, a fee, sometimes references by other lawyers, but sometimes you also have to take a short class given by that court.
In order to appear in the federal district courts (trial level courts), an attorney needs to be admitted to practice in such courts. It takes a motion (from a qualified attorney) and the required fee.
