What is the legal age of consent in California, 18?
And if I am talking to an older man in Texas and the legal age of consent there is 17, which state's age of consent should we abide by? California's or Texas's?

There is no law against talking. But the state where any illegal act takes place has jurisdiction. If you meet him in Cal. for the purpose of committing an illegal act relative to you age, Cal takes jurisdiction. Some thing might be an illegal act in California but not illegal in Texas. Of course depending on the discussion that takes place there may be a violation of federal law because the act crosses state lines.

I've spent a total of 16 months stationed in Texas, and I strongly doubt the age of consent is 17. I'm going to venture a guess that this "older man" is the source of that tidbit of information.
Assuming all that is true, you should abide by California's age of consent; if for no other reason, to be on the safe side, in all sorts of areas.
If you're asking about age of consent, you're obviously considering meeting this "older" man to the purpose of sex.

In PA, you must be 16, and the person you are consenting with cannot be more than 4 yrs older than you (so here, a 20 yr old can sleep with a 16 yr old, and it's LEGAL) .. but every state has it's own laws. Look it up in Google ..

California is 18. The laws of the place where you have sex will apply, regardless of where either person is from. There may be a federal law that could get him if he provides transportation, but I'm not sure what the age limits are or what the details are.
Either way, neither one of these laws can be used to get you in trouble.

I would go by the legal age of consent in California..
The age of consent in California is 18 (Penal Code section 261.5.) If the fellow in Texas is over 19, then he is lying to you about the age of consent there, too. In Texas, a person who is 17 cannot consent to sexual relations with a person more than 2 years older. I think you want to stop talking to this guy.
