Is it fair use to use screenshots of movies in a website?

As I was browsing the web, I stumbled upon www.capedwonder.com, a fan website devoted to superman imagery. A large portion of the site is clicking on images and displaying pictures. I used to always think that such a thing was illegal, because the site owner does not own the copyrights to the Superman movies or shows. However, his site is taken with good reactions from fans and critics alike.

I want to know is it okay to take screenshots of movies and use them on fan sites? Or how does a site like www.capedwonder.com use screenshots of superman without getting into copyright trouble?

Perhaps they have on the webpage a disclaimer stating that these photos are property of XXXXX and any personal use or otherwise is prohibited.
You would have to look at the website very carefully I'm sure its there somewhere unless they pay for the right to use them.
