Does anyone know a site that specifically states who is authorized to read your mail?

my mother always opens my mail thinking just because it is her house, she could read my mail. the other day i recieved a letter from the US treasury Dept and a check, my mother opened it and lost it, i found it and now i have no idea what this check is for. i need to show my mother in clear print that it is illegal for anyone to read other peoples mail.
