Do I have an obligation to report a crime I witnessed?

I saw a small act of vandalism about an hour ago. I don't want problems. I could be next. The person who did it would have the right to know who reported him?

Answers:
Unless this kid's parents have a reputation for being unreasonable, I suggest you talk to the person whose property was vandalized, and the two of you go and report to the neighbor what has happened. Breaking a flowerpot isn't that big a deal, give the guy a chance to pay for his kid's immaturity.

If, however, you feel that this neighbor is an unreasonable/dangerous person, phone in an a tip. The police aren't going to arrest anyone for breaking a flowerpot, but they will go to the neighbor and try to scare him into paying for the damages.
