Im the loan and my cousin is on the title of the house?

cousin wants to stop making payments, he doesent want to do anything to help me avoid a forclosure. what can I do legally so he refinances the loan or to protect myself?

Sell the house.
you signed a mortgage agreement but the deed says the house is owned by your cousin? If that is the case, you are hosed. You can't sell it because you don't own it. You can't kick him out. You can't do anything but continue buying a house for someone else. If it is true that he is named on the deed but that you are named on the mortgage, I would consider just walking away. Foreclosure is inevitable but at least you can stop paying for a house that is owned by someone else.
