What's the process to follow to perform a citizen's arrest?

Don't do it. You will only set yourself up for a lawsuit, provided that the person you are trying to arrest doesn't kick your a_ss first, or shoot you dead.

Better off being a witness and calling the cops.

It's quite simple, but the potential liability makes it very risky. Think about how many times police departments get sued for arresting someone improperly. Unless you're willing to take the risk of that happening to you, I'd stay away from it. Call the cops if necessary.
