In Texas can you be on the board of an HOA and not live in the neighborhood?

I live in El Paso and the president of my HOA board lives in AZ. He owns the land the neighborhood is on(except for my plot) but doesn't live there.

Answers:
As long as he owns land in the neighborhood he is part of the HOA and can be on the board.
