Answers:
This is a notice to creditors, and Amp'd is filing bankruptcy. This is a way for people to whom the company owes money to get in line and wait for a check when the bankruptcy is settled -- which takes a long, long time.
If you have or have ever had an account with Amp'd Mobile, you might be in for a settlement when the bankruptcy case closes and all of the lawyers get paid -- expect a nice check for about $2 in five years or so.
On the other hand, if you haven't ever had a contract with this debtor company, and they don't owe you anything either, then file it away -- in the trash can.

Do you have some sort of affiliation with them? Do you pay for services with them or something? It seems like it's a notice of them filing bankruptcy.
Is your name on it anywhere? There should be an address and phone number for the Bankrupcy court in that district. Call and give the case number and they can enlighten you. Sounds like something is being auctioned and you missed the objection date. I would call.
what Greenbay said
My best guess; Sounds like the company "Amp'D Mobile Inc" has filed chapter 11 bankrupcy and these instructions are from the court to its stockholders.
It is advising you of the company's bankruptcy status. It is notifying creditors and debtors of the company. If your name was in their database for any reason you got a letter. If you don't owe them anything and they don't owe you anything don't worry about it.
