If I had information relating to a criminal offense, it would be my civic duty to report that information.

And I hope by neighbors also believe in civic duty.

Absolutely not. And if my neighbor was they should do the honorable thing and commit suicide since their space has been contaminated.

If my neighbor was assembling bombs, yes. Running a crack house, yes. Raping kids, yes. Abusing animals, yes. And I wouldn't mind if my neighbor were a snitch if I were doing any of those things. One person's "rat" is another person's responsible citizen.
