Are postmen allowed to place a shipping package outside your door, if the owner is not home to receive it?

Answers:
yeah

In the US...they can leave it outside your door unless you have instructed them to leave it in another place
Yes, if the package does not require a signature for receipt and if the sender has selected the "Leave at Door" indicator allowing the mail carrier leave the parcel at the destination address if the recipient is not present (rather than leave a card indicating a delivery attempt).

Yes. It is no different than them leaving mail in the mailbox when no one is home.
