Are there any types of asbestos shingles that can be torn off legally without an abatement company?

a big church has asbestos shingles here in arkansas and i know there is a way to legally tear this type off but have been unable to find legal doc. to back this up. any Ideas?

No, you have to go through a company of professionals who are trained in how to remove the asbestos -- if you don't and somehow don't remove it properly and someone gets sick, you could be sued for a lot. I wouldn't risk it if I were you.
