What do you think about "no children lift behind", does it work? if not why not?

I work with a lot of kids (ages 13-18) and there are many who have gone through the grades not knowing how to read. Sure seems to me like they were left behind.
It's not working. At all. Kids are being pushed through the system (to keep the numbers up) when they aren't ready to move to the next grade. Then the kids that are on grade-level are suffering because the teacher has to spend the first half of the year trying to catch up those kids who are behind, instead of teaching new material. So those that are on grade-level sit there for months learning nothing. All the time is spent reviewing what they already know.
