Can an 18 year old take legal custody of their siblings?

It's a plot for a story.
Could an 18 year old get legal custody of her siblings if their parents were unfit? And if so, how would they go about it?

Answers:
Someone would have to call Child Protective Services and tell them that the parents were unfit. CPS would have to come over and find out and take custody of the kids. Then there would be a court hearing and the kids would tell the judge they want to live with their older sibling. The judge would have to be convinced that this is safe and acceptable.
