Does my xhubby need to sign over his rights?
does my xhubby need to sign over rights to the kids so my future hubby can adopt them? he is running from the law right now, and hasnt spoke to the kids in a few months now.he doesnt pay child support, and i really want my olman to adopt them..he has violent tendencies, and does large ammounts of drugs.(reasons he is running from the law)...any advice?

The easiest way to do the adoption is to have him consent.
If he will not, you can petition the courts for an adoption as well as substitutional service (by way of mail to last known address and publishing the application in the legals section of the papers).
I do not think however (and this is conjecture) that a few months absenteeism is sufficient grounds for a judge to remove his parental rights. In a year or two maybe.
Advice? Yes, until you are married you don't have a chance in hell of taking his rights away.
And just because he is running from the law doesn't mean his parental rights will automatically be terminated.
Frankly, nothing you have stated here, especially since it's only been a few months, rise to the level of a TPR action.
