Does a ruling by a district judge overpower the ruling of a city judge?

This involves a child custody case in which I was granted custody of a child that was in the states custody by a district judge and now have the city judge that actually removed the child trying to give the child back to the parents. Help, I need answers..my lawyer said I have nothing to worry about about, but I'm still confused!

Why is your attorney not filing sanctions against the city judge or at a minimum, a WRIT of Mandamus ordering the city judge to comply with the District's ruling in the matter?

Yes, District is the higher up the ladder.
It all depends upon how your court system is set up. You didn't even tell us the state you lived in. If you have a lawyer, ask HER these questions. She can answer them easily.
