Go to the police and give them all information you have concerning this.
I would report it to the police. This is serious business, and the would-be killer is seriously disturbed. If it were me, and I knew about this, I would try to get him/her cut out of the inheritence all together.

Have them arrested and get with the executor of the will to see if a codicil could be attached.
I would definetly get counseling. I met someone with that exact problem. He was not the favorite and quite often argued with his parents because the living will specificied that his younger brother would aquire all. Well, he got a lawyer and made sure that the parents worded everything fairly. Now he's eight million richer. Try that instead of getting a one-way ticket to prison.
I sure as heck hope you're kidding, but if you're not, please call the police ASAP. And find a professional for your sibling to talk to 'cos this is no joke.
I'd make sure I had all my facts and evidence together before making any allegations.
Then I'd do one or all of the following but not limit myself to just the following choices:
1) Have a family meeting to discuss any inheritence and discuss any complaints at that time.
2) Focus my attention directly at the sibling who made the threats to determine what their issues were and why they weren't getting as much of the inheritence.
3) Make it clear that it would be noted in the will that any questionable death of a inheriting sibling would warrant an immediate investigation by authorities.
4) Notify the law enforcement authorities.
5) Insure the attorney handling my will was aware of this issue.
Turn them in, they get sent to prison, they get written out of the will, and you get more of a share.
If they are planning, then that could lead to pre meditated murder and probably a life sentence.
I would talk to my family, my mother and father and let them know quietly what is going on, so that they know the facts. I would then get my sibling proffessional help to determine if the threat is real or just a wish for a greater fortune.
If it is real then i would report the threat to the police or have him/her sent to a safe location at an institute so they can recieve proffesional help.
But even the thought of killing anyone and anything is just deranged.
