i want to use the part where beyonce sings "Let Me Upgrade Ya" from her song, Upgrade You.

is it illegal?

every time that 3 seconds of song plays (based on a 4-minute- you owe her 9/100's of a penny - that's 87 cents every 1000 plays - that can add up pretty quick
There is an exemption in the copyright laws that lets you use up to 10 seconds of a song for certain purposes.
