The Data Protection Act specifically excludes Agency relationships, but where do I find this in the Act?

Lettings Agents often tell Landlords they cannot disclose details of their tenants, but in fact they are required to do so. Despite trawling through the Data Protection Act 1998, I can't find the relevant passage. Serious answers only please.

It seems to refer to Section 3 of the 1998 Act regarding disclosure.
