Wipe them all out and then everyone is safe under their protection..
Likewise the instant a girl is scared of her family or brother honour killing them those would be murderers are taken out first.

If our society was suddenly a Dictatorship, We would have SS, Gestapo, And anyone who would opose would die, anyone who caused trouble would die, and capital punishment would be handed out for theft and other such crimes.
Honour killing wouldnt exist, as the muslims wouldnt be allowed to live among society. You cant trust a race that wont allow a blind man in a taxi cab because it offends their religion.
You cant trust a race that can hide under a cover that cant be lifted.
