Attorney General does not have the resources to help, attorneys here in the U.S. want to charge an arm and a leg.
I need someone good that will work on a limited budget or on a contigency basis.

Try a genealogy website ( http://www.genealogy.com/ ) to find out his name (if you don't already). Then search phonebook websites to find out were he lives.
Much cheaper than hiring a lawyer.
