Legal guardians?

If both of my biological are still my guardians, is it possible for my stepfather to become a legal guardian as well.

No. Not without court action to remove one of the "Legal" guardians. Guardianship infers legal responsibilities/obligations that cannot be confered without court order in your case.

What your stepfather CAN be however, is a Standby Guardian in the case that either one or both of your parents should be deceased.
