How does the RICO statute assist investigators of terrorist acts?

It has minimal effect in the investigative phase, but can be one more charge to bring once a suspect has been identified. RICO requires at least two predicate acts. Those predicate acts, under these circumstances, are likely to be serious enough to be criminal on their own, or part of a conspiracy of some sort.
