Call your local police agency (non-emergency of course). They'll tell the exact address, the hours, and how to get there.

You file a petition with a Court, and you include a short statement of WHY you are entitled to relief, and a section called "prayer for relief" where you specify the exact remedy you are seeking.
You go before a judge and ask him for it!
Send the court an all caps email.

That's sure to get their attention - caps lock is cruise control for cool.
