What are my rights?

what is my rights concerning the legitimacy of the Chorley council allowing my neighbour to raise the land on his property by a high of 1-5 metres causing flooding to me for the majority of the uear and the destrucation of the plants in my garden.Also there is the question of privacey of my property IE people and cars driving by and looking down into my lounge and car headlights shining into my lounge throuh the night.
