When a neighbour erects a wall whose responsibility is it to dash my side? Please help?

This may well turn into a legal dispute so if any one can help, many thanks.

If your neighbour built the wall, he should have built it inside his boundary, so none of it is on your property. It's his responsibility to maintain it, but you should allow reasonable access to do so.
Unfortunately, it's down to you. If it looks crap from your side, and don't want to spend lots of money, give it a couple of coats of paint, fix some trellis to it, and grow some climbing plants up it. This time next year it'll look fantastic, and your plants will be hanging over into his garden.
If he has built the wall to the edge of the boundary between your property and his property it is your responsibility to see to upkeep of your side of it - you could do what the hell you wanted - paint it green, pebble dash it - grow vines up it. However, if something was overgrowing into your property belonging to him - just as low branches - you could ask him to cut them and in that instance you must give him access in order to do so.
If the wall is his wall, on his property, then strictly speaking you have no rights at all. Despite it being common practice for the neighbour such as yourself to fix nails, trellis, etc to the wall it is not your wall and you would be liable if the owner of the wall chose to make an issue of it. Sorry, perhaps not the answer you hoped for but that's the way it is. Best thing you can do is to tactfully approach the owner of the wall and ask him if he minds if you do, whatever eg paint it etc. You of course can also erect your own wall, fence, trellis etc. on your own side.
