It has very little legal meaning.
It just reminds police that the owner is not going to be bluffed into submitting (consenting) to a search absent a warrant.
18 USC 241 states that it is illegal to intimidate someone into surrendering their civil (constitutional) rights, and 242 makes it illegal to use apparent legal authority as an excuse to violate federal or state laws.
The notice doesn't change any existing laws -- just states that the person (property owner) is aware of the laws.
That means the people are exercising their right to own property, and they're disallowing people, unless with a court order, to set foot on the land they own.
Seems pretty straight-forward to me.
