How many traffic laws are there? Is it actually possible to memorize them all?

The only part of a state's vehicle code you have to rememer is those laws that relate to how you behave on the street. In California these are often refered to as the "Rules of the Road."
Most states will publish a free "Driver's Handbook" which tells a dirver, in plain language. Even much of that may not apply to everyone, such as provisional licenses (learner's permits) for young drivers, and International Licences for tourists.
Certainly, most people don't need to even know about tractor trailer driver's requirements, or farm equipment operators or even motorcycle licenses. Most of us don't need to even worry about mechanic's certification, or construction waivers.
You only need to memorize a few dozen requirements to keep you, and other drivers safe.
It is not possible to memorize them all. California's vehicle code is about 2.5 inches thick. And that is the small print version.
Not unless you have a pretty exceptional memory.
There are usually several hundred statutes (over 100 pages) per state, plus dozens or hundreds of pages per county or city.
95% are common sense. That makes it easy if you study an hour or so.

if you mess up it gives you the right answers
study them
you know more than you think
and use your turn signal every time you turn or change lanes
Everyone has given such great answers that I need not reply. And I 100% agree that there are many traffic laws indeed. But when I read the response of barry c, I found myself really curious about that other 5%. Didn't anyone else?
