Can you get an eBay seller in legal hot water for backing out of a deal?

Not in any HOT MAJOR trouble...just a slap on the wrist..just report them and if they have had any other problems in the past something might be done..ebay is twisted like that

It depends if you're going to use ebays crappy service to punish someone... which does nothing... OR...
Or if you're going to hire a lawyer, assuming it's a big deal.
It's a legal contract, so yes, there can be damages awarded to you. Small claims court is 15 bucks.
Probably not, although it is possible. You would have to sue under a Breach of Contract theory, and even then all you could recover would be the item that you paid for. If you didn't pay, you couldn't get anything.

No. Because the seller has the right to terminate any bids on any of their auctions for any reasons. If you bid on an item and the seller terminated your bid, they are perfectly within their rights to do so.
Furthermore, if you used Buy-It-Now and didn't meet a seller's requirements (payment type, or if you have negative feedback and the seller wants you to contact them before buying, etc., etc.), then they also within their rights to terminate the sale.
Only if the seller backed out of the AUCTION. If you were setting up a deal with him off-auction, you don't have a let to stand on.
