In NY state who has rights to and abandoned town or county road?
Dispute with neighbor on what can be done on this road and by whom.. had a small camp fire on it and the neighbor flipped out

This is a very important question, in terms of land use, but the answer could depend upon whether you can prove the road is no longer public. Not sure about NY law, but many places revert ownership to the abutters, extending their respective property lines up to the center line of what was a road, railroad, or other public right of way. Other places auction the rights or permit abutters to purchase permanent rights.
However, there may also be deeded (or unrecorded) rights that also cover the same property, after it was no longer public.
