How to get someone arrested?
My family has babysat my sister's kids since they were born (2000) and now she has stopped coming to pick them up. It is unfair and she is unreachable (telephone). She is an unfit mother and doesn't want her children, but refuses to sign over custody to us. What should we do?

Is there a dad somewhere that could help in this matter? If not call the police and tell them the mother has not been there so the kids have been abandoned and file for emergency custody and then seek a lawyer. Sadly it is very hard to get kids away from worthless parents and even abusive ones.By calling the police you are getting it on record and they can put you in touch with cps.
Get a good family Lawyer who can help you calling social services wont hurt either.

You can contact a family lawyer, and file an abandonment petition. You could also call the police and see if you can get her charged with abandonment. Or called Child Protection Services (but if you do, talk to an attorney first so you can get what you need to get custody)
You may also want to find out why she doesn't want to sign them over -- is she taking the child support she is getting paid and spending it on drugs? Is she just afraid that she won't see them again (maybe she isn't all bad?) Is she just too poor for the paperwork?
See if you can get the paperwork first, so all she has to do is sign it, and indicate she has visitation rights. That may help. If not, try the above information.

That's a matter for the courts, not the cops.
dont arrest her .you talk to her the cruelness of her act upon the kids.usually the kids may be back for vegence,revenge.so tell her that if you hate me so much ,you hurt me ,but not the kids.talk some motivation about the kids will take care of you both when you are old,you thought your friends will help you? maybe less then 10 times ,they will start gradually aware from you because mostly in their mind is more facing the real life world situation,not those moral ,fantasy story about so kind,when we are small time ,friends were good ,but when older ,...i dont think so .family is everything
Go to court and file for custody of the children.
Call social welfare and ask them what to do. They might put the kids in foster care first but you'll eventually get them because you are the closest relatives after the trial.
To have her arrested, you need to go to the police station, and fill out a report explaining what she is doing and the commissioner will swear out a warrant for her arrest, on the basis of child abuse and negligence. When the police catch her she will be arrested.
