As a retired police officer I can say, No, it does not go on your DMV record.
In the event you fail to pay the fine associated with it, whomever owns the car will have what is called a "DMV HOLD". This means when they go to re-register it the "fine" of the ticket amount will be connected to the registration, so, if the ticket was $30 and the registration is $150 you or they pay the $180 to DMV in order to register your car.
It's a slick way for the system to make you pay, works I'd guess as you cannot register your car without paying for all of it at once.

Yes it goes on your record. All citations go on your record as do all government transactions. The good thing is that it is NOT a MOVING violation and therefore does not affect your insurance or credit.
