Why does Canada refuse South African doctors with children with Down's syndrome but allows security threats?

many south african countries recognize witch doctors as legal practicioners. Additionally, I once worked with a doctor from Kimbatu. He wasn't qualified to be a veternarian and he was working on people. Eventually the medical center got tired of being sued for his malpractice. they fired him, his liscences was pulled & now he sells insurance. so as far as refusing south african doctors, I can see the reasoning. As to the security threats, wasnt aware of any they were allowing in. Please elaborate.
