How can a state suspend your license if you don't have one in that state?
Speeding ticket in Indiana in 1996, has had a Michigan license for years. Moved to Arkansas found out Indiana has suspended his license for non payment of fines. We called Indiana and asked what had to be paid and where to send it. We did as they said. Had to pay a reinstatement fee to Indiana to get Arkansas license. The day Indiana sent out the reinstatement notice, bam they sent notice of another ticket that needs be paid. Moved back to Michian and damn if Indiana didn't suspend the non exist license in Indiana. How can they keep doing this? We had thought the matter was resolved. His Mom said she paid his fines back in 1996 when he went to jail for non payment, but has no proof. I wish Hackley bank was still around maybe get a copy of check she wrote to pay it.

The Nonresident Violator Compact allows states to suspend your license even if you don't live in that particular state. This is a prime example of it. I don't know about all of the run around you're getting. However, it allows states to enforce its traffic laws on people from out of state. Otherwise out of staters could violate the traffic laws and just leave the state they were cited in and throw the ticket away. Or the state would be forced to arrest people from out of state on traffic violations. This way if an out of stater doesn't pay a traffic ticket they just get their license revoked. They'll have to pay it sooner or later or risk getting charged with driving while license revoked.
When a state suspends a license, they put it in a system so all states can see it. Another words, it does not matter what state you reside in...or get the ticket in..they can suspend your license
The states signed an agreement to recognize traffic citations from other states, and to place a hold on any person's license without outsanaidng violations in another state.
In general, any state can suspend your driving privileges in that state, regardless of where your license is issued, and the other states will honor the suspension nationwide.
I think that a state can suspend your driving privledges in that state if it's not the state that issued your license. I think that only the state that issues your license can revoke your license.
But I could be wrong
Because the DMV shares information regarding licenses with the DMV's in all fifty states. Typically, if a license is suspended in one state, all sates will honor the suspension. The reason is that the state that suspended it must have a good reason for suspending it.
Indiana can keep doing this because it's the state that issued the original license. You should contact the Indiana DMV and see if there are any other outstanding tickets to keep this from happening again.
My license was suspended in WA, and when I moved to NM the DMV here knew everything about my license. Also keep your receipts computers are known to make mistakes.
