What exactly is a Non-Binding Resolution?
If it is not Binding, why bother?
Answers:
It's a public statement of intent.
Like a policy statement or a national address or a news release -- it's a way of making a public formal statement.
Every group -- corporation, executive agency, legislative body, non-profit association -- all make public statements, issued by who has authority to make such statements on their behalf.
And for any legislative body, that requires a vote so that the majority is speaking on behalf of that legislative body.
It means some idiot wants to go on record on something, but doesn't really want it to mean anything. About like name calling.
They do it in congress because it fools the constituents into thinking they're making progress.
A wast of time.
