It depends on the person's intentions and the specific circumstances. In some cases it would be protected under freedom of speech, but if it's in a school toilet and it's done to generate anger and hatred then it would be considered a hate crime.

No. It's exactly the same as burning the american flag. It's destroying something others hold sacred to make a political statement. If the Koran belonged to someone else, it could be a misdemeanor theft of destruction of property. This is just more Dem PC dogma taking away speech from those they disagree with.
