Does this constitute Harassment? 1-2?
1. A child of 13 years has got involved with a family who are not agreeable to most people although the facade of respectability is there. It was found that there 15 year old girl had encouraged this 13 year old boy to have intercourse. When the mother of the boy discovered sex had occured she telephoned the girl's family and left a message on her phone stating she was furious that the act had occured and that they [the other parents ]had knowledge of the act and didn't say anything. Two days later police arrived and tried to execute a letter of harrassment - the mother of the boy refused to accept it and shut the door. Can the Police do this? without investigating the claim of harrassment?. One of the girl's parent's is a Prison Officer.

No, there would have to be further investigations. However, if the woman did indeed call more than once then it would be considered harassment. And unless the police have a warrant either for your arrest or to search the place then it isn't illegal to shut the door on the police.
The girl's parent being a prison officer doesn't affect much, other than the fact that he could end up in a lot of trouble if he knew something like that was going on and didn't stop the act from happening.
I would suggest that the girl's parents would be in a worse boat than the boy's parent(s) who made the call. I would definitely be calling the local authorities on this one!
