Is it ethical to make a work environmental bad for someone instead of just fire them?

no it's not ethical, if you have just cause to fire someone then have the guts to do it.

I think its not very ethical to do that. If you want someone gone, then fire them. Why make them and you miserable, just to get out of having to pay unemployment? Obviously you want this person gone for a reason, either they aren't doing their job properly or whatever, if thats the case, do a review with them and let them know their problem areas, give them 30 days to fix it and if they don't, let them go, this way you've covered your basis. Documentation!
I've never done it, but yes, I have had it done to me. It's awful.

Keep strong, and don't stoop to their level; just do the right thing every day, and let karma deal with them in the future.
