What is the specific term of the principle in US constitution which allow anything unless it's prohibited?

I heard the name of this principle before, but can't remember.
Unless the US constitution prohibit something, such a thing should be allowed. Does anyone know what's called? Thank you.

Answers:
The Constitution applies to the federal government and is quite restrictive. However, the necessary and proper clause along with the commerce clause have been used as excuses to allow the government to do things outside their originally restricted powers.

Any powers/functions not given to the federal government are reserved to the people or the states, see the 9th and 10th Amendments.
