i read online today that the bush administration has made a subpoena for Micheal Moore? what does that mean?

Uh, I don't think it is a request. It's is a court order or summons. Failure to appear or FTA will result in an arrest warrant being issued. I'm pretty sure its mandatory to be in court or Congress.
