How do you collect GI Bill while using 100% Tuition Assistance?

if an air force member on "appellate leave" was to begin school how can he apply for 100% tuition assistance from the gov to pay directly to the school and collect a full-time rate for MGIB from the VA to be paid directly to the member, i have heard that many have been able to do this to help afford living expenses in school, thank you.
